jdp-2023-13: Modularization of Jaybird

I'm working on modularizing Jaybird, and I have written down a list of
packages and whether or not they will be exported from the modules of
Jaybird.

I'd appreciate feedback on the list of packages, specifically those not
exported, if you think they should be exported (and if so, please
provide a reason).

I have already committed a first version of modularization, and pushed
Jaybird to the Sonatype snapshot repository in case anyone wants to play
around with it.
