Request for comments: jdp-2023-11: New design client info properties

I'm planning to rewrite the client info properties support in Jaybird
(primarily because of https://github.com/FirebirdSQL/jaybird/issues/407
and a little bit because of
https://github.com/FirebirdSQL/jaybird/issues/408).

I have written up a proposal on
