Firebird Native Client Distribution for Jaybird, version 4.0.3.0 and 3.0.11.0

I just released versions 4.0.3.0 and 3.0.11.0 of the Firebird Native
Client Distribution for Jaybird.

These versions provide the Firebird 4.0.3 or Firebird 3.0.11 client
library for use with Jaybird 3 or higher.
