Is there a reason that JRD_make_role_name is defined but not implemented?

In jrd_proto.h, the method JRD_make_role_name is defined, but it is not
actually implemented anywhere. Is there a reason this method definition
still exists, or can it be removed from jrd_proto.h?

It was implemented but factored out when system privileges was added, see 7ad99b7

Remove declaration too, please.
