Currently, the new column RDB$PRIVATE_FLAG is NULL for normal table and
views (as in, not packaged temporary tables). However, as such
tables/views are in a sense always public, wouldn't it make sense to set
RDB$PRIVATE_FLAG to 0 for them as well?

I think that would make the information conveyed more consistent. It
also makes it easier to query. Conditions like `RDB$PRIVATE_FLAG = 0` or
`RDB$PRIVATE_FLAG <> 1` are easier than having to do things like
`coalesce(RDB$PRIVATE_FLAG, 0) = 0` or `RDB$PRIVATE_FLAG is distinct
from 1`, so less chance for mistakes in queries that may want to query
available tables (whether top-level or available from a package, i.e.
not private).

I think it makes sense.
