Is mapping between inner messages and outer messages works for parameters?

Hello All,
I see in code that inner variables mapped to outer ones receive message
number of the outer context in VariableNode::getnBlr(). But I don't see the same
for parameters, their mapping is just discarded in makeStatement().
How is it supposed to work?
