Simplifying bool isGlobalKernelPrefix() in utils.cpp?

I noticed a deprecation warning about the use of GetVersion() in
isGlobalKernelPrefix() in common/utils.cpp

Besides the deprecation warning, some of the checks it performs seem a
bit antiquated and no longer needed, e.g. checking for Windows NT 4 or
earlier, dynamically loading some things to prevent Windows 9x issues, etc.

Any objections if I try to clean it up a bit and provide a PR?
