Possible NULL dereference in gpre/sql.cpp

Visual Studio analysis shows a possible NULL dereference in
act* SQL_action(const TEXT* base_directory)

I think it can be fixed by changing the default of the first switch from

```
default:
CPR_s_error("SQL operation");
```

to

```
default:
CPR_s_error("SQL operation");
return NULL;
```

Alternatively, that call to CPR_s_error, should maybe be a call to
PAR_error.
