Device verification before sending SMS

Hello! I have an android and ios app. The task is the following - during registration, do a device check for authenticity before sending SMS to confirm the number and register the user.

The point is to send the code only to those who actually register in the application, and not to developers who register accounts in bulk using a script through the API.

Do you have solutions to check the device and send the code via SMS?
