Firebase Auth stopped sending SMS to one of the carriers

Hello! Our app users started complaining that they were not receiving OTP passwords and are unable to login. We figured that all the complaints are from users of the same carrier –  carrier says everything is working fine on their part. 

There is no firebase support we can talk to and no 'carrier status dashboard' of any sorts –  and we are at a loss. Anyone has advice how to proceed? It's happened before with Firebase Auth for us in the previous year.

we are in week 3 now one one African country only  US numbers and Canada numbers are working thats starts with +1

Can you confirm the allowed regions that you all have within the SMS region policy from the Firebase console? (see attached)

yes it is enabled, i am receiving this error message on one of my projects 

THIS OPERATION IS NOT ALLOWED. ENABLE THE SIGN-IN METHOD IN THE AUTHENTICATION TAB OF THE FIREBASE CONSOLE

when i test with US or Canada number its working 

we have other projects using the same auth method published on google play and working perfect, but this one eish nothing is working. we have contacted Firebase support with detailed info, no good news , now week 3
