Is it possible to create FCM Android app programmatically instead of using Firebase web console? That is, we want to be able to create a new project programmatically and download the google-services.json file from our server?

Sorry, there's currently no API for programmatic project creation.

Does anyone know if this is being worked on at Google? This creates a huge problem for those of us that white-label apps...

You're welcome to file a feature request to state your use case and effectively vote for things that matter to you.  These do get paid attention to, but there's no guarantees about what happens next.

I have been having same problem trying to whitelabel firebase-based application. I ended up writing fastlane plugin in ruby that allows to create new apps, download config files and upload certificates. https://github.com/tkohout/fastlane-firebase-plugin 

Hopefully it can be replaced one day with official api.
