If you hit a quota limit on the Spark plan, the functionality that is quota'ed will cease to work. Other services with quota limits will continue working until you exceed their limits, but obviously your app is going to break or at least degrade as you hit the first limit. 

(You will receive warning emails/in-console alerts as you approach limit thresholds to warn you, but they are not guaranteed to arrive in time if your quota is being rapidly exhausted)

Note that the Blaze plan includes all of the no cost usage of the Spark plan, so upgrading the project will allow you to keep your no cost tier intact, but will also enable you to scale past the Spark limits without hiccups.
