I keep running into this error, I have tried changing the machine but the problem persist, has anyone come across such and how was it solved? thanks.

I'm assuming you've run firebase login already, as indicated by the error? If that's not working, can you try the following?

firebase logout

npm install -g firebase-tools
# quit terminal / cmd and start a new instance
firebase login
