Dynamic Link Request Limit & Limit Increase Request Response

Hello,
We are implementing personalized invitation links for our app users using Firebase Dynamic Link, but we have run into some issues with request limits.
The Google Cloud console states that there is a limit of 300 requests per user per minute, while the Firebase documentation (https://firebase.google.com/docs/dynamic-links/rest) states that the limit is 5 requests per IP address per second.We have two questions:

We have found conflicting information regarding the request limits for Firebase Dynamic Link.

Q1. Which of these limits is correct for Firebase Dynamic Link requests: user or IP address?
Q2. Last Friday, we submitted a request to increase our Firebase Dynamic Links API quota as per the Firebase guides (https://firebase.google.com/support/troubleshooter/fdl/quotas). However, we have not yet received a response. Can you please let us know how long it typically takes for an increase request to be accepted?
