FCM collapse_key

When i send 3 messages with collapse_key to an online android emulator i get 3 separate notifications but i expect just 1 to be shown on the device when they have the same collapse_key. When the device is offline i get 1 notification containing all 3 messages and i expect just the last one. Does anyone know how this is supposed to work?
