Analytics Event UI: "Learn more About NPA" button marks the event as NPA

Hi Firebase team,

The Firebase Analytics Event UI has the "?" button for "NPA". When I click the question mark for "Learn more about NPA", it actually marks the event as NPA. I expect it to show help page that explains what is NPA.

(I use Firefox 81.0 (64 bit))

Would you fix this?
