Hi,

We understand that access to Firebase products has been problematic from within mainland China. We believe it may have been caused by networking conditions

in China, rather than Google's own services. FCM and Analytics on Android currently only supports devices that have Google Play Services for message transport. Due to the unique Chinese Android ecosystem, FCM and Analytics will not be compatible with most Android devices in China. Developers in China can use FCM for their iOS apps.
