unable to create an exclude audience of firebase

Can anyone suggest me how to create an audience of users who are inactive on my app for 7 or more days. 
I tried creating but I guess the numbers are adding only, those who opened the app they are not being removed from the audience.
I wanted the audience to consist of the users who are not using the app for 7 or more days and if any of these users open the app they should be removed from this list.

Hello Rishika,

You'd probably want to create an audience of users active in the last 7 days (user engagement or session_start > 0 in time window of 7 days; expiration of 7 days on membership) and exclude that audience from your campaign / notification / etc.

Thanks Kato for your answer.

We are sending a custom event from the app. Is it possible to create an audience who have not fired that event in last 7 or 15 days? We want to see that count at any point in time. And if that user fires the event say, today, then that user will be excluded from that audience the next day
