Firebase Notifications showing 0 Open rate

Every time I use the Firebase Console to create a scheduled notification, I cannot get any open rate tracking.  I've opened it on my own device, so there must be at least 1!  I've also observed the "notification_open" event in the StreamView Debugger at the time a notification goes out.  Has anyone else had any issues with this?
