Has the creation of new fdl (firebase dynamic link) been completely stopped?

It is really sad news that fdl (firebase dynamic link) will be discontinued in 2025.
However, when I went in to create a new "dynamic link" in Firebase to use it until August next year when it is discontinued, new creation is currently not possible.
Is there a way to create a new one?
