Android FCM notifications when app is closed

I'm having trouble on receiving push notifications when the android app is not running. From what I understood from the FCM documentation it says a notification message should wake up the client app but its not doing that based on tests in the console. so I wonder whats wrong

The notification should be displayed as a system notification - when thats tapped it will wake up the app. If you're not seeing the behavior, we probably need to see how you've added the service to your gradle/manifest/receiver files.
