Convert APN Push token to FCM Push token

I read in Google Cloud documentation 'Create registration tokens for APNs tokens'

https://developers.google.com/instance-id/reference/server#create_registration_tokens_for_apns_tokens

That I can convert APN Push token to FCM Push token.

It works with the Legacy API call, where I used the header 'Authrorization: key=xyz', but with OAuth2 I get '401 Error code'.

I used these scopes in the OAuth2 request:
https://www.googleapis.com/auth/firebase.messaging
https://www.googleapis.com/auth/cloud-platform

What can be the problem?
