FCM Device Groups: Mismatch between what the documentation states and what the API does.

Hello!

We are currently implementing FCM Device Groups.

Documentation states on https://firebase.google.com/docs/cloud-messaging/android/device-group that The maximum number of members allowed for a notification key is 20.

As the documentation is not specifying what occurs after 20 members joined a notification key, I wanted to test this myself so I can handle this case properly.

I asked colleagues and friends and as we speak, I have been able to subscribe more than 50 users to a notification key while documentation only 20 should be possible.

As documentation is super vague, and error codes not documented, I would love getting input on this.
