Cannot upload to Firebase Hosting

My project folder has ~15000 files. When I upload these files to Firebase Hosting using the CLI, it uploads most of the files and then fails when only 30-50 files are left in the queue.

Even after multiple retries, the remaining files are not uploaded.

The debug logs suggest some 409 errors but I am unable to resolve the issue even after deleting the .firebase folder.
