Are Free Plan limits for per app or per account?

Do free plans are calculated per app or total of our apps?

For example free db limit is 1GB. Can I have two free apps with 1GB db?

So all the resources are allocated per project, including file storage, cloud storage and phone authentication, am I correct?
Also, how many apps/projects can we create per account under the Spark plan? And, can we upgrade the plan for just a specific project, incase it needs more resources?

Correct, per-project for the resources. The plans are associated with specific projects - you can connect as many apps as you need under one project, but realistically you wont have too many: each connected client should be part of the same larger app (e.g. your Android client, iOS client ,web client, and perhaps a staging version of each etc.)

The number of projects you can create varies based on a risk factor - there is a limit for abuse reasons on free projects, and a similar limit to the number of projects that can be added to a given billing account.
