proj, gdal, mapserver 5 and mapscript-py

* proj now gets the google 900913 projection
* gdal-config on 10.5 now output the correct include path. The 1.4.2
gdal config for 10.4 does not yet

Not committed to the fink trees (yet):

* mapserver 5 draft info file is available...

* If install mapserver 5, you can now install mapscript-py25 with

Not even close to being in fink:

* noaadata 0.34 (out in the next week) will have an option in
ais_db.py to add the Google projection to any postgis82 database.
There is an info file that we use on our server to install noaadata...

that is 0.33 at the moment


Now if Rob and I can just figure out why our mapserver application is
not happy with the google projection.
