The maintainer of gdal is Kurt Schwehr, so CCing to him.
The message means you don't have xerces-c-dev installed VIA FINK, but
have trouble with installing it for some reason. It seems you have
installed it by yourself, which doesn't work with fink.
I think I made a mistake when I moved it to stable. Do you have
UNSTABLE tree on? It seems xerces-c is available for Fink on OSX10.3
only as unstable.

I see the xerces-c-dev-2.6.0-1 "unstable" source listed on the Fink
website. Even with both the unstable checkboxes selected in the
Commander preferences, nothing to do with Xerces C comes up in the
listings. Is it even posted?
