MAY 13, 2009 - As of press time, the House of Representatives junked
the constituent assembly or the CON-ASS (with all pun intended) as
mode for Charter Change in favor of Constitutional Convention,
according to proponent Prospero Nograles, indicating there is no time
for such assembly now that the Elections are fast approaching.
But whether its its CON-ASS or CON-CON, would such proposal be
considered so urgent as to postpone the elections and convert the
presidential into a parliamentary system?
The reason for the relevance of such proposal is in the issue for
foreign ownership in the country to get the attention of the business
sector. But everyone knows that the main issue at hand is the tenure
of the elected representatives and most specially, the President whose
tenure ends next year.
It is dangerous that at this stage, some people in Congress are
already flexing their muscles amending things without letting the
entire population know the issues at hand. As of this moment, no one
even has any idea of whom to entrust the governance of this country
while those in power are so busy trying to pass laws that are not
relevant in this time. Much more if the entire system is converted
into the parliamentary system where the ordinary citizen would not
have neither idea nor voice in the unfolding of his own destiny
because some people are keeping power to themselves.
Before Congress could turn metamorphose into a clandestine group, we
make this appeal for them to focus on more relevant issues and make
use of their remaining time in power to lift the lives of the poor and
provide systems to curb corruption and greed.
