Not really something that happens in the source material, but how would multiple Moves with the Summon Element interact? Can there be only one ally active? Do they share their cooldown? Or can a Fighter who plays his cards right end up with two or even more allies out at once?

This is a good question.  I just checked the much more extensive write-up of the Element in the 2nd ed draft and it did not have an answer.  Gotta fix that.  My first thought is that you cannot have more than one active.

I think you could do some pretty silly stuff if you were actually allowed to have multiple Summons around. Just picture Zato-1 / Eddie with 3-4 of his shadows around XD

Pretty confusing stuff, too.  The official rule is going to be that only multiple Super Move Summons can be active at the same time.  Essentially, this means its possible, but it will require a very dedicated character build to make it happen.

Is it bad that I would let a boss have multiple summons just for the cheese factor? lol We always talk about broken bosses, that would definitely be one :)

You can let your bosses break the rules however you want! But the official rule will remain more limited.  Your idea might be a decent one to allow a Boss to take on a team, though I suspect it would much more confusing than just giving the Boss some Thugs as back-up.

Give all of the Boss' Move the Cheap Liability. Very accurate to the source material, and he doesn't really need to care about gaining XP now, does he XD ?

Oh, one more thing: Can Summons do Responses? Like if the Summon can essentially pull off a Shoryuken?

RAW, it can only attack if its "master" uses a Basic Move, so I guess RAW might allow this to work on a Basic Response.

(Ignore the first RAW XD)

This is worth clarifying in the rules.  As you say, it would be restricted to only Basic Responses.
