Is an open source plugin a good way to evolve the Open Web?

Google Gears is trying to do it already, but currently operates only
through JavaScript APIs. Is it a good idea to go further? What about
a plugin that was effectively a competitor to Flash or Silverlight?
If it was completely open source with the intention of becoming an
open standard, would it be considered part of the Open Web? Would it
be worthwhile? What would the technologies look like. My answer
