Payday 3 requires an online connection to play, even when playing in single-player (solo) mode. You will have to be logged in to your Nebula account to play the game, so there is no way to play if the Payday 3 servers go down.
Payday 3 launched last year to dismal reviews, due to bugs and features from Payday 2 that were absent in the sequel. One such piece of missing functionality was the ability to play alone or offline, but an update coming today makes some progress towards fixing that with the addition of "Solo Mode".
Solo mode lets people play any of Payday 3's heists alone by hosting the match on their own computer. Y'know, like all games used to let you do. The downside is that Payday 3's solo mode still requires an initial internet connection to access, so it's not a completely offline solution. Not yet, anyway - Starbreeze describe the mode as a "beta".
Payday 3's servers are offline for around eight hours in order to implement the feature, which is just one part of a larger set of changes in what's called the Boys In Blue update. It also includes bug fixes, art improvements, and both free and paid items including weapons and cosmetics.
The 'always online' nature of Payday 3 was an issue right from launch, as players faced long waits to connect to servers. Starbreeze immediately made changes to make it less dependent on those overburdened servers. Unfortunately players didn't much like what they played of the game when they did connect, from its enemy AI, gun feel, level design, and especially its progression system. Starbreeze formed a strike force to begin working through those issues, as part of a series of updates they've been calling Operation Medic Bag. Alas, sales have been lower than expected, the CEO of the studio has been replaced, and its Steam reviews remain mostly negative.
Payday 3 hasn't exactly had the best of launches. It was plagued with matchmaking issues and online-only requirements on release, and subsequent patches were delayed. All this lead to developer Starbreeze admitting that sales and player activity were lower than it had hoped, but it would endeavour to turn this around with a series of prioritised improvements.
Now, we know more about what these upcoming improvements will be, thanks to the reveal of Operation Medic Bag. Here, the developer announced that an offline mode is coming to Payday 3, as well an overhaul to matchmaking (Starbreeze admitted that right now, "matchmaking isn't doing a good job of bringing people together"), tweaks to the UI, a solo mode and a quickplay option. Additionally, "challenges will be removed", with the developer stating it will "switch infamy progression to be tied to heist completion".
Payday 3's solo mode will be rolled out in two phases. At first, solo players will be able to bypass the matchmaking queue, although they will still require an online connection for things like progression and unlocks. The studio's end goal is to make the game playable offline save for a handful of times. "You will need to connect intermittently to our backend to upload your progression, but will otherwise be able to play offline," Starbreeze said.
"As playing co-op will always be dependent on connecting to another machine somewhere, we are seeking to implement the solution that provides the best balance between reliability, latency and overall experience," it continued, promising more details soon.
The Payday 3 team is also going to take another look at its DLC pricing, with three DLCs still planned for this year, as well as a free heist. It hasn't made any commitments regarding the in-game store, only stating it will revisit this topic next year. The team is also going to circle back to the planned Unreal Engine 5 update, stating it has "reallocated the resources" dedicated to this update to instead help sort Payday 3.
While this all sounds like an improvement, Starbreeze has not yet put a specific timeframe on the majority of the features listed in Operation Medic Bag, only listing it all as 2024. "Many things mentioned need preparation or other features in place to be implementable," it explained. However, there are certain things that the studio will be working on in earnest, with the following aimed to be finished by the summer:
In case there was any doubt, Starbreeze is not happy with how things are working out for Payday 3, the much-troubled heist-shooter that launched in September 2023. In its year-end financial report for 2023, CEO Tobias Sjgren said sales and player numbers are "at significantly lower levels than we would like," but it's not giving up on efforts to turn things around.
Payday 3 ran headlong into technical troubles with its servers when it went live, which was a major problem: Players are forced to be online even when they're playing by themselves, so issues with servers meant that even solo players were forced to wait in long queues to play the game. The situation got worse as the first patch was repeatedly delayed, ultimately not arriving until more than a month after the release of the game. But that didn't put the problems to rest, as players were also less than thrilled with the state of the game when it did work.
"It is clear to us that the community wants the ability to play Payday 3 reliably and on your own terms," Starbreeze said. "In order to meet that need, we will be doing two major changes to the current implementation. Firstly, we will be developing a stand-alone solo mode you can get into without going through the matchmaking flow. This will be a local game, on your own machine, thereby circumventing the need to connect to a server."
The solo mode will be rolled out in two phases. "Our technical leadership have been evaluating options for the past months and will be able to share more details on the solution in the near future."
Starbreeze has also shelved the planned upgrade to Unreal Engine 5 so developers can focus on fixing the game instead, and DLC pricing is being "reviewed." The plan to release three DLCs is still on, and a new free heist is also in the works. There's no time frame on any of this work but it's clearly a long-term project in whole: Starbreeze said it will "revisit" plans for the Payday 3 in-game store in 2025, "once we are satisfied with the improvements we're intending to make to Payday 3." For the record, it's currently February 2024.
The big question is whether this effort, Herculean though it may be, will be enough to save Payday 3. Its average concurrent player count over the past 30 days, according to Steam Charts, is just 379, a disastrously low number for a co-op shooter. Despite the need to basically start over from zero, Sjgren said the opportunity to turn Payday 3 into a successful game is still on the table.

One of the key points of criticism when Payday 3 launched last year was that the game required a constant internet connection, even when playing solo. Starbreeze Studios has been working to let players play how they want, and has now outlined their plans to deliver an offline mode to Payday 3.
Starbreeze Studios recently published a 2024 roadmap that runs down the various updates, fixes, and changes it has planned for Payday 3 this year. This includes a section dedicated to a planned solo and offline mode for the heist game. This will be done in two phases: the first will introduce the ability to load directly into solo missions without needing to go through the matchmaking process, but an internet connection will still be required. The second phase will introduce the ability to play Payday 3 without an internet connection.
