What's the procedure to request a pull?

I'm kinda new to git and very new to this project, so who's the right person to pester for a pull?

And BTW, the pull is a bug fix for legislation.py I found with the very first unit test I wrote.

If your code is up on github submit a pull request to the official
sunlightlabs repository, one of us (Michael or myself) will take a
look and merge your changes in.
