Per my previous email, I put some of the ideas into the legislation
module as methods on LegislationScraper. I committed these in a fork:
http://github.com/ianb/fiftystates/tree/master

I also updated the Minnesota tracker for these changes, but nothing is
really backward incompatible.

Thank you again for your changes, they make the scraping
infrastructure somewhat nicer to work with. I've merged your work into
the main repo.
