How to Create Briefcase for laptop users

How can I automaticaly create a briefcase for laptop users if there is not
one already there?

scenario: Scripted NT 4 Wks build. desktops all work fine. laptops
required to use same build with some modifications, briefcase is installed
(syncapp.exe) but not visable on user desktops. (Could this be because
users have already logged into a Wks build pre-syncapp install?) I would
like to add the briefcase to the deskop, right click has been disable as per
clients request so user unable to create. Also is there a way to set this
as the default document folder if user is offline?
