can you help, i am looking for an utillity ...

I am looking for a utillity described like this :

It must have a password utillity .. so i can encrypt my files .
And so if i put the files on a writeprotected disk or cd .. it must be
able to decrypt/unpack the files to eks. my HD.
(and you shal not need to have the software, but only a password)

I have tested a lot of utilities .. and the closest i am comming is :

1.
Norton Secret stuff ( but thisone i cant get to unpack/decrypt from a cd
or writeprotekted disk) is it safe ?

2.
Winzip with password .. works great, but it isent safe at all as i
read.
