fhir_valueset_expand is not in functions ?

Hi , I tried using the

SELECT fhir_valueset_expand('{"id": "issue-types", "filter": "err"}');

on my code but got a 

ERROR:  function fhir_valueset_expand(unknown) does not exist

I can't find the fhir_valueset_expand function in the github master branch using github's search too.
