The phrasing implies to me that the author is a bit confused... an "EFI stub" is an EFI executable, created by adding a "stub" to an existing binary, in this case the Linux kernel. The stub is a bootloader, written into the Linux source tree, it's not something provided by UEFI... there is no "EFI stub functionality" as far as UEFI knows, the stub just makes Linux look like it was meant to run inside EFI.
