This is not just a blip in present times but mirrors international, industrial and capitalist corporate strategies going back to at least the industrial revolution in the cotton industry when England tried to prevent the Americans from obtaining cotton spinning and weaving tech and later the Americans tried to hobble Japanese fabric makers....

The Huawei throttling has been pretty ugly at times as when the US pressured Canada to arrest the Huawei chairman's daughter and imprison her at home for years, in Vancouver BC if I remember correctly..
