It's hardly an accident. The 720i and up cameras are rather
difficult to find. China isn't shipping them and US inventory
is low. So, vendors lie about the specs, and ship garbage.
If you can find a 720i or better camera, the prices have been
dramatically increased.
If you're desperate and have a digital
camera or DSLR, many can be used as a USB webcams:

Ethernet and Wi-Fi security cameras can also be made to work,
but I haven't tried those on Linux yet.
Bob Lewis recently asked me about a similar camera on Newegg.
Here's my reply (slightly edited). If the price and/or specs
are too good to believe, then don't believe them.

No. I don't like what I'm reading here.
The photos on the left says "manual focus". The description says
"auto focus". There's no way the sensor is 10 megapixels, or 12
million pixels depending on why line you believe.
Hint: 1920x1080 = 2 million pixels.
The 120 degree wide view is roughly what I have in my webcam.
If I want the image to frame my face, it has to be about 1ft
away. Too close.
60 frames per sec is a lie. Most such cameras are 30 fps.
I don't see anything on USB protocols supported or whether it's
SUB 2.0 or 3.0.
It says "night vision" but there are no IR LED's.
There's no imager size mentioned.
No clear indication of "native resolution" (size of CMOS imager chip).
No. It's junk.
