How is that even possible? The reloading facility would have to accept PayPal and have PayPal Credit as an option. At best, if you can find a legit merchant that sells prepaid cards and accept PayPal as a way to buy prepaids and give you the PayPal Credit option, MAYBE. But I doubt any of that is lawful or available.
