Admin-defined categories/tags?

Hi,

I have been looking for some extra features in Planet and it looks
like Feedjack might have them. Can you generate feeds with posts from
*admin-defined* categories of feeds? Normally categories/tags are just
from the author-defined tags for a particular post, aren't they?
(single post vs whole blog level)

For example, I might want to categorise blogs by nation of origin, so
others can subscribe to the subset of blogs in the planet that are all
from their country. Can Feedjack do this?
