Subscriber help!

I have subscribers that are not receiving their verification
emails!!!!!!
When I try to manage my Subscriber list - The instructions read:
Click the Square Image to deactivate a subscription; click Loop Image
to reactivate it; click X Image to delete it. The change is
immediate;
there is no need to click the Save button afterwards.
The only problem is that the "Loop" image that should be there to
reactivate an account it not there!!!
HELP!!!
