I'm putting the finishing touches on a version of the plugin that can
be translated with .po files. It's currently in the testing/debugging
phase.

Right now, the only other translation-related issue is licensing. In
order for your .po and .mo files to be bundled with the plugin, they
have to be put into the repository for this plugin. The WordPress
team requires that all files that are put into that repository be put
under a GPL-compatible license.
Would you be comfortable with licensing your translations under a
GPL-compatible license? The file would still retain your copyright
notice with your name.

It turns out that the WordPress documentation on that aspect of
localization isn't complete. I did some research and determined that
the plugin's po and mo files should be named in the following format:
feed-stats-plugin-{ISO 639 language code}_{ISO 3166-1 alpha-2
country code}.{file extension}
