OpenMP and FDS

I am trying to run a very small test case using the OpenMP enabled
version of FDS, and I am getting the following error:

OMP: Error #136: Cannot create thread.
OMP: System error #8: Not enough storage is available to process this
command.

I have set the stacksize in the environmental variables, and I am
using a Dual Quad Core Machine running Windows Server 2003. The
machine has 12 GB of ram, and ~300 GB of hard disk storage available.

Any ideas?
