Jet fan Louver is not working

Hello Guys!

Here is my fds file and as per the guide, I am trying to define the vectors of the jet fans with 45 degrees downward. But the jet stream in smokeview is still normal to vents.

Hi Mate,

I would go here first - https://www.thunderheadeng.com/2016/04/modeling-jet-fans-part-2-updated/ and download the fds and psm input files. 
And I would also go here for the FDS verification manuals https://pages.nist.gov/fds-smv/manuals.html

All of these are known to work.

Your grid resolution is too coarse for UVW to have an effect. Your VENT occupies only a single cell.
