Corruption in Transfer Posting in FCI

Respected Sir,

 

 

 

          I wish to draw your kind attention towards collection of money involved in proposed transfer of DGMs. The kingpin of the transfers are Mr Rajat Sharma, Mr  M L Nagpal (working as conduit to ED (P)) & Mr Saikat ghosh (due to his proximity of you),.  Influence of all these three persons is obvious due to the fact that all of them are in Delhi for more than 10 yrs. In fact Mr Nagpal  has never been  posted outside the North Zone in his 18-20 years of service in FCI and Mr Saikat Ghosh  is working in Hqrs since his joining in FCI in 1999. Now they are calling shots.  There is gang in Hqrs comprising of Mr Saikat Ghosh, Mr Rajat Sharma, Mr Sanjiv Gautam, Mr Debashish Mishra, Mr Rajesh Singh, Mr Rajesh Chaudhary, Mr Sudesh Yaday, Mrs Ruchi Govil, Mr George Kuriakose and Mr Sanjay Swain. If you check the posting pattern of these officers you will find that they are going from Hqrs to plum postings and coming back to Hqrs as calm posting to manage their sin. Their presence in Hqrs  helps them to work as conduit to this ED(P) also.  All these officers are involved in recruitment scandal in which now this group is ensuring the involved gang members are saved.

 

 

No action was taken against Mr Nagpal  in recruitment scandal. Mr Nagpal is also involved in seniority fixation of DGMs which is  where another member of the gang  Mr Debashish Mishra is likely to be saved soon by converting his chargesheet from Major to Minor. Mr Mishra who is now posted in Sales Division to ensure that he could manipulate his case in which he is succeeding.  There is court case pending in Punjab High Court where it is likely that the recruitment scandal would be referred to CBI.

 

 

Mr Saikat Ghosh who is master manipulator in grab of honesty needs to be investigated as he is taking money in purchase cases and also in allocation of Budget. His opinion in files in last 3-4 years vary widely depending whether he got money or not.  He was removed from Executive Body of Officers Association due to the fact that he collected money from several officers and did not deposit it with the Association. He used to boast of his proximity to earlier CMD and now he claims openly that present CMD would fail if he does not show him the way or represent you in the Ministry.

 

Now in present transfer proposal which was prepared by ED(P) with the help of Mr Nagpal and Mr Rajat Sharma should be examined by your goodself to break the nexus. You will find that all the members of this gang who are under consideration are getting choice posting. Officers who paid Mr Rajat Sharma are getting their choicest posting. E.g. the DGM (Vig) of Punjab would get South Zone though he came to Punjab from South Zone, DGM (Vig) of UP Region would get  Hqrs though he never went out of North Zone.  Mr Rajat would get Lucknow, Mr Rajesh Punjab Region etc. The universal principal of longest stay-farthest posting is conveniently being avoided this time because these postings are not natural but purchased by these officers.

 

In order to avoid corruption it is necessary that you ensure that FCI instructions are followed in letter and spirit. No one is allowed to bend the rules to his benefit or earn money by boasting of proximity with you or paying money to ED(P).

 

 

I hope you would apply your mind in all the transfers proposed by ED (P) and no body is allowed to make money due to boasting of proximity with you. You have been honest in FCI and to break nexus of officers, pl apply your own wisdom.

 

You might be aware that there are some OFFICERS who are under watch by CBI for corruption in FCI Hqrs including Personnel Division. If you hesitate, there may be some instances of officers getting caught red handed which will be blot to FCI.
