Reg.Pay protection for category-I

Hello all,

This pay protection is for Category -I officers ,a few of them recruited as direct DGM in 2009 by getting the 2005 direct exam for FCI higher management scrapped without no reason these were selected as AGM in Year 1999,they  rule the FCI by having proximity to the top management having their posting in Establishment division for years and now back again.

It has also been told by some officer in Headquarters as the file for the pay protection was rejected by the previous CMD .How far it is truthful has to be explained by Officers association at headquarters.Moreover it is against the rules as the pay protection is demanded by the persons appearing at the time of interview not later on and that too en masse.

A far larger number of Managers got selected as AGM during the last Cat I recruitment than the number of AGMs who got selected as DGMs. The pay protection is applicable to all FCI employees selected, not just those selected as DGMs.

The pay protection has been allowed by the Competent Authority as per specific provisions of the FCI Staff Regulations. The present CMD, FCI is a senior and experienced IAS officer and learned academician with first hand experience of FCI for more than 5 years and is also an ex-member of the FCI Board of Directors. He can not be "ruled" by anybody.

Persons making any aspersions against anyone should be also prepared to defend the same with proper facts.

Mr.Bala is partly correct  .There is no pay protection  but there is a rule  for fixing pay on first appointment  to a post  ie regulation 81 of FCI Staff regulation . Relevant part quoted 'Provided that where any person appointed  to a post  to which time  is applicable  has been  in continuous service  for a period  of not less than 2years  in any Department  of the Central or any State Government  or any Public Sector Undertaking  immediately  preceding such appointment  may in  its discretion  fix  the pay at  the stage  in the time scale  applicable to the pay of the post  next higher than the pay  last drawn  by him  in such department  or undertaking  and  may in addition ,in his discretion ,one more advance  increment .
Provided  further that the managing director  may grant  a higher start to direct recruit up to  a maximum  five increment  in consultation with the Executive  Director (Finance ) and Executive committee   may grant advance increment  in excess of the above limit
Provided also that in no case  shall the pay  be fixed at stage higher than the maximum of the time scale ''
I had preferred  application for granting benefit under regulation  because I had been in continues service of public undertaking  before accepting offer of appointment as DGM -(5years & 4months in Oriental Bank Of Commerce as Law Officer and 8year &5months in FCI -minimum 10 year expedience as Law officer or 7 year experience as practising lawyer was the qualification  for applying for post .I had applied for post of DGM on  the basis of  my experience as Law officer .Minimum experience for  applying for Law officer in a Nationalised  Bank is 2(two ) years as practising lawyer ).As I fulfil the minimum criteria fixed under regulation 81 I submitted an application for grant of benitfit under regulation 81 in June 2009  which was forwarded by Z.O (N) on 22-10-2009..In response to my application a letter had been issued by FCI head quarter on 7-4-2010 which says 'it is informed that the pay of the employee on fresh appointment to a post under DR quota in the service of Corporation  shall be  fixed at the initial  of the scale applicable to he post to which she is  appointed .This issues with the approval of the competent authority ."
Later  I also came to learn  that  an order had been issued in the month of June 2010   giving  pay protection to all direct recruits .
 
In the end a friendly advice to Mr Bala  please do use  politically correct language whenever  expressing resentment  against percived injustice .
