"Invalid State" error. What does this mean?

Hi, I am trying to run a function block program using FBDK on a remote
device. This is the console output:

...
FLASHER: <Request ID="4" Auction="CREATE" >
<FB Name="RES1" Type="EMB_RES" />
</Request>

FLASHER: <Response ID="4" Reason="INVALID_STATE" />

INVALID_STATE



I am trying to run the "FLASHER_TESTR" program that comes with FBDK.
Can you please explain why?

INVALID_STATE means that a device is not in a valid state to receive a
management command. This typically happens if you configure and start
a remote device, then try to configure it again while it is already
started. You can avoid this by shutting down the device from the Run
Shut Down menu item, then starting a new copy from the Run Launch menu
item before trying to run the system configuration again.
