FBMGT DTD update

In converting from an ad hoc XML parser to a validating SAX parser for decoding the elements defined in the FBMGT DTD, I found and fixed a small inconsistency between the DTD and the Compliance Profile. This should not affect any existing implementations that already comply with the profile.
