First you need to familiarize yourself with the concepts of IEC Standard 61499. A brief overview is at  http://www.holobloc.com/papers/iec61499/overview.htm.

You can install the FBDK following the instructions at http://www.holobloc.com/fbdk2/index.htm.

You can then use the FBDK following the instructions at http://www.holobloc.com/doc/fbdk2/howto.htm.

If you need a more focused learning experience, you can use the book by Prof. Vyatkin:

I believe that the current edition of this book is more oriented toward the 4DIAC IDE, but you can use the FBDK "How To" refernced above to apply the information in the book to the FBDK.
